Tarrant County is seeking an annual contract for hazardous materials emergency response, remediation, and waste disposal services. - Government Buyer: - Tarrant County Engineering Services and Facilities Management - Purchasing Office (James Bocks, Senior Contracts Administrator) - Scope of Services: - Emergency and non-emergency clean-up of hazardous and non-hazardous spills (oil, gas, chemicals, acids, batteries, filters, pesticides, paints, solvents, thinners) - Material identification, testing (including BTEX, petroleum hydrocarbons, RCRA 8 metals, and more), removal, transport, and disposal - Post-cleanup verification and documentation (test results, hazardous waste manifests) - Labor (supervisory, technical, heavy equipment operators, resource coordinators, field clerks, disposal coordinators) - Equipment use (skid steer loader, mini excavator, steel drums, PPE, hand tools) - Associated fees (environmental, profile, insurance) - Security & Compliance: - Vendor personnel must pass criminal background checks for access to county data or secure facilities - Strict information security requirements for hosted/cloud IT solutions (data residency, breach notification, patch management, audit rights) - Compliance with federal, state, and local regulations; maintenance of permits and licenses - Notable Requirements: - Rapid emergency response capability - Comprehensive documentation and reporting - Adherence to Tarrant County's Historically Underutilized Businesses (HUB) policy - Price list for all services and supplies required - Contract Details: - Base period of 12 months, with two optional 12-month renewals - Prices must remain firm for contract duration and any renewal periods - No specific OEMs or vendors are named; open to qualified providers of hazardous materials remediation and waste disposal services.

Description

This solicitation is a request for proposals to obtain hazardous materials clean-up services for Tarrant County, Texas. The services include both emergency and non-emergency hazardous material remediation and waste disposal, covering spills of oil, gas, chemicals, and other hazardous/non-hazardous materials on county property or right of way areas. The contract term is twelve months with the option to renew for two additional twelve-month periods. Vendors must comply with all applicable federal, state, and local laws and provide documentation such as test results and proof of disposal.
