Sheppard Air Force Base, under the 82d Force Support Squadron (Student Personnel Center), is seeking a turnkey digital platform to automate student in/out-processing for approximately 10,000 military students annually. - Government Buyer: - U.S. Air Force - 82d Force Support Squadron (82 FSS) / Student Personnel Center (FSPP) - Sheppard Air Force Base - OEMs and Vendors: - No specific OEMs or vendors are named; open to commercial software providers meeting DoD requirements - Products/Services Requested: - Web-based automated student processing platform - Must integrate with AFNets Office 365 - Support role-based access for multiple internal agencies - Manage student profiles and electronic relocation folders - Include fillable, CAC-signable documents - Provide dashboards and reporting - On-site training for up to 130 users (5 days, manuals/materials included) - Annual software support (licensing, updates, Helpdesk, specified response times) - Unique/Notable Requirements: - Platform must handle high volume (10,000 students/year) - Must comply with DoD cybersecurity standards and CAC credentialing - Helpdesk support required during business hours, excluding federal holidays - Training must cover software operation, programming options, and backup procedures - Solution must be turnkey and ready for deployment - No product part numbers or brands specified; solution must be tailored to Sheppard AFB's needs - Small business set-aside under NAICS 334111 - Firm Fixed Price contract with one-year base period and four one-year option periods

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; excluding amendments. Offers are being requested and a separate written solicitation will not be issued. 

Solicitation number FA302026Q0087 is issued as a Request for Quotes (RFQ) to provide the creation of an Automated Student Processing System at Sheppard AFB, Texas. See attached SOW for a detailed description and salient characteristics of the commodity sought in this solicitation. The 82d Contracting Squadron of Sheppard AFB, Texas anticipates awarding a single Firm Fixed Price (FFP) contract, consisting of a one‑year base period with four additional one‑year option periods. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

This requirement is set aside for small business concerns. The applicable NAICS code is 334111, and the small business size standard is 1,250 employees.
