The City of Billings, Montana, is requesting proposals for a Transportation and Fire Impact Fee Study. The study involves preparing technical analyses, service area reports, impact fee calculations, administrative recommendations, and implementation materials to establish Transportation and Fire Impact Fee Programs pursuant to Montana law. The consultant will evaluate existing infrastructure, projected growth, planned capital improvements, funding sources, and service demand to develop legally defensible impact fee programs. The City intends to use a hybrid impact fee methodology including an existing system/excess capacity buy-in component and a forward-looking capacity component. Proposals must be submitted via email by October 9, 2026, and the City reserves the right to reject any or all proposals and postpone award for up to ninety days.
