San Bernardino County Flood Control District is seeking environmental consulting services for the Water Infrastructure Project (Oak Glen) - Birch Creek Cutoff Walls. - Scope of Work: - Preparation of environmental documents and technical reports compliant with the California Environmental Quality Act (CEQA) - Preparation and submission of permit applications for state and federal regulatory permits (including Sections 404 and 401, 1602 Streambed Alteration Agreement) - Mitigation negotiations and coordination with District-provided biological and cultural reports - Jurisdictional delineation and mapping of permanent and temporary project areas - Optional regulatory permit acquisition - Project Details: - Located at Birch Creek Channel between Potato Canyon Road and 2,800 feet upstream of Oak Glen Road in Oak Glen, San Bernardino County - Construction includes installation of concrete rock slope cutoff walls, debris rack, deflection wall, grading, and channel restoration - Project is federally funded through an EPA Community Grants Program - Contract Requirements: - Maximum one-year contract term - Compliance with prevailing wage laws as determined by the California Department of Industrial Relations - Mandatory registration with the County's ePro system for proposal submission - Notable Requirements: - All work must comply with CEQA and relevant state/federal permitting processes - Prevailing wage rates apply to all construction-related labor categories - Coordination with District-provided biological and cultural reports is required

The San Bernardino County Flood Control District is seeking proposals from qualified proposers to provide environmental consulting services for the Water Infrastructure Project (Oak Glen) - Birch Creek Cutoff Walls. The scope includes preparation of environmental documents and technical reports compliant with the California Environmental Quality Act (CEQA), as well as preparation of permit applications for state and federal regulatory permits including mitigation negotiations. The contract term is for a maximum of one year starting October 2026 through August 31, 2027. Services will be provided at the Birch Creek Channel in the unincorporated community of Oak Glen, San Bernardino County.
