The proposals aim to modernize the rules governing registered transfer agents to address risks and technological changes such as blockchain, tokenized securities, and AI. The rule updates focus on registration, reporting, recordkeeping, safeguarding, and operational standards to ensure investor protection and efficient market functioning.
