Description

Combined Synopsis/Solicitation for Commercial Products or Services This document is prepared in accordance with the format in RFO FAR Part 12. It constitutes the only solicitation. The Federal Bureau of Prisons (FBOP), Field Acquisition Office, requests offers for the provision of commercially available Pre‑Employment Screening services, including basic medical screening, urinalysis drug testing, and biometric fingerprint collection at community-based facilities. The contractor shall provide all labor, equipment, supplies, facilities, and qualified medical personnel necessary to perform these services nationwide. More information about FBOP and its facilities can be found at www.bop.gov. This acquisition is not set aside for small business concerns. The solicitation incorporates provisions and clauses by reference, which can be accessed at www.acquisition.gov/far-overhaul. The contract will provide two categories of pre‑employment screening services, each delivered through community-based facilities: Comprehensive Screening Package for Law Enforcement applicantsThis includes basic medical screening (medical assessment, vision testing, color vision testing, hearing testing), urinalysis drug testing, and biometric fingerprint collection. Limited Screening Package for Non-Law Enforcement applicantsThis includes urinalysis drug testing and biometric fingerprint collection. Estimated quantities per performance period are 5,000 Comprehensive Screening Packages and 5,000 Limited Screening Packages. The contract will have a one-year base period and two one-year option periods, with quantities repeated each period. All services support the agency’s pre-employment suitability and hiring processes. Other Contract Terms and Conditions: The FBOP intends to establish an indefinite-delivery, requirements-type contract with firm-fixed unit prices. The award is anticipated in October 2026. The performance periods are: Base Year: Effective Date of Award (EDOA) through 12 months Option Year 1: 13 to 24 months from EDOA Option Year 2: 25 to 36 months from EDOA Place of Performance: Services shall be performed at vendor facilities or mobile units, ensuring availability within a 50-mile radius or one-hour drive of each FBOP facility, as detailed in RFQ Attachment 002 - Network of Service Locations. Reviews: The Contracting Officer or designee may review service quality via on-site surveys, records review, or other methods. All records are subject to review. Payments may be denied if services do not support charges or are deemed unnecessary or inappropriate. Contracting Officer Responsibility: The Contracting Officer has authority to negotiate changes and may delegate this authority. The assigned Administrative Contracting Officer (ACO) at the Field Acquisition Office will perform contract administration functions as per FAR 42.302. Authorized Ordering Official: Only the Contracting Officer, ACO, or authorized BOP officials can issue task orders, which may be issued orally, via facsimile, mail, or electronic methods. Security and Investigative Requirements: Contractor personnel may need to perform onsite services, subject to security and suitability procedures. Entry to FBOP facilities requires passing security clearance. Non-compliance may result in denial of access. The contractor shall follow 8 CFR 274a regarding employment of aliens. Privacy Act Notification: The contract will involve maintaining records in accordance with the Privacy Act of 1974. Disclosures of inmate information are prohibited without proper authorization. Non-Personal Service: The services are contractual, not personnel, and do not establish an employer/employee relationship. Performance monitoring is required. Contract Options: The government may evaluate options, and offerors may propose varying prices. Estimated quantities are not guaranteed. The solicitation and clauses are in effect through Federal Acquisition Circular 2026-01, including all applicable Department of Justice deviations.
