Notice of Intent to Sole Source Requirement This Notice of Intent to Sole Source is not a solicitation. This is not a request for quotes. The Department of Veterans Affairs intends to negotiate a sole source contract with LabRepCo. Description: The Department of Veterans Affairs intends to negotiate a sole source contract with LabRepCo to procure two TwinGuard Ultra-Low Temperature Upright Freezers, model MDF-DU703VXHA-PA, for storing pre-clinical and clinical research samples at the White River Junction VA Healthcare System. The freezers are required to support research involving irreplaceable biofluid samples, including blood and saliva obtained from Veterans. The TwinGuard system provides two independent auto-cascade cooling systems that operate independently and concurrently to maintain temperature stability and protect samples in the event of a cooling-system failure. The system also provides insulated inner doors, a running temperature log, predictive analytics, and audible and visible alarms. Market research determined that no other freezer brands currently offer the required dual independent cooling-system and unique capability to fulfill the requirement. These unique characteristics are necessary to maintain the integrity and temperature stability of irreplaceable research samples. Therefore, it is the Government's belief that no other source can provide equipment that meets the required salient characteristics. Since the intent is to procure this requirement on a sole source basis, this notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers and no solicitation will be posted to Contracting Opportunities on SAM.gov. The authority for this action is FAR 13.106-1(b), Soliciting from a Single Source. The NAICS is 333415. The size standard is 1,250 employees. The PSC/FSC is 4110. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
