Description

THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO REVOLUTIONARY FEDERAL ACQUISITION REGULATION OVERHAUL (RFO) PART 10: MARKET RESEARCH.

SCOPE:

The U.S. Army Corps of Engineers, Nashville District anticipates a requirement for two (2) Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed, Performance Oriented Construction Activity (POCA), for the Nashville District’s East Region and West Region. Each region’s POCA contract has an anticipated capacity of $2 million for the base year and $2 million for each of the subsequent 4 option years. Task orders issued under the subject POCAs are not anticipated to exceed the Simplified Acquisition Threshold (SAT).

The Government is issuing this notice to determine a competitive basis. This is not a solicitation and the items listed herein are subject to change or elimination from the requirement. Only contractors capable of supplying this type of procurement should respond to this survey.

Respondents interested in providing a response to this RFI/Sources Sought should submit information which clearly describes the following: Name of your firm, address, points of contact with telephone numbers and e-mail addresses and CAGE code and or Unique Entity Identifier (UEI) Are you a Small Business classified under the 238990 NAICS code? If so do you fall into a sub-category (e.g. HubZone, 8(a), SDVOSB, WOSB, etc)? Are you able to perform the type of construction activities described above and do you have the capacity to perform the work? Please provide a Statement of Capability stating your skills, experience, and knowledge required to perform the specified type of work. Include a statement detailing any special qualifications and certifications applicable to the scope of this project. Which region(s) does your business anticipate submitting a proposal for? Do you currently have the ability to operate at the more remote sites listed (e.g., Martins Fork Dam, Laurel River Dam, and Dale Hollow Dam), or do you have pre-established vendor/subcontractor relationships in those areas? Which pricing approach does your firm strongly prefer for task orders issued under this contract? Approach A: Pre-Established Base Unit Rates with Geographic/Location Multipliers (e.g., fixed master line-item rates / unit price schedules established at the base IDIQ level, adjusted by pre-set coefficient multipliers based on distance/location of each specific dam/lake project). Approach B: Competitive / Individual Pricing per Task Order (e.g., independent lump-sum or line-item quotes submitted for each individual task order requirement at the time of issuance).Approach C: Hybrid Approach (e.g., pre-established hourly labor/equipment rates combined with negotiated task-specific material costs). Do you have any feedback or recommendations regarding the proposed scope, the East/West regional division, or task order execution under this planned POCA IDIQ?Do you have experience working with Unified Facilities Guide Specifications and/or preparing project specifications in SpecsIntact for the task orders? Please describe any recent contracts or experience within the previous 36 months that are similar to the requirements described above.
