Description

The contractor shall provide 3D Image Reconstruction and Case Planning services offsite at the contractor’s facility in accordance with the specifications contained herein to eligible beneficiaries of the Department of Veterans Affairs (VA), North Florida/South Georgia Veterans Healthcare System, Malcom Randall VA Medical Center (hereinafter referred to as VAMC). The contractor shall perform multi‑planar reformatting and 3D reconstruction of Computerized Tomography (CT) angiography studies to support case planning for vascular surgical procedures for eligible Veteran beneficiaries receiving care at the VAMC. The specific services to be performed include the acquisition, upload, and assessment of quality of digital CT Scan images and multiplanar reformatting of digital data and production of a 3D reconstruction tool for use in case planning for endovascular procedures as related to:

CT Based Image Reconstruction – This includes the acquisition and assessment of digital data quality, transferring and reformatting the data to create a 3D reconstructing image suite for endovascular case planning. Provision of Secure Electronic Access – The provider shall initiate the electronic release of records to the VAMC medical records department to enable transfer of patient imaging studies using the bi‑directional Medicom Imagex exchange service. The contractor shall provide secure, password‑protected electronic access to the original image data, reformatted datasets, 3D reconstructed images, and associated software to support remote or urgent viewing, analysis, and case planning. Software updates and technical support – This requires regular announcement/delivery of software updates either contained within Customer Service or via online services, and the availability of technical support during regular business hours either online or via telephone.

The original CT datasets for VA patients are generated on station using VA CT scanners. Data will be loaded and transmitted electronically to the Contractor for the development of the computerized interactive reconstructions in a manner consistent with VA Patient Information Security regulations. The Contractor will utilize proprietary software to transform the routine CT data into a form that allows interactive measurements and treatment device planning, ensuring the privacy, confidentiality, and security of patient data in accordance with VA regulations. The Contractor will provide VA staff access to VA Patient data and unique computerized interactive constructions via password protected Internet access. Access to any individual patient’s interactive model will be limited to only those provider(s) who originally requested the service.

The period of performance is expected to be from December 22, 2026, through December 21, 2031. The authority of for this procurement is Title 38 USC 8153, Health Care Resources (HCR) Sharing Authority, Federal Acquisition Regulation (FAR) Overhaul Part 12 Acquisition of Commercial Products and Commercial Services. 

The solicitation document will be issued as Request for Quotation (RFQ) 36C24826Q1057 as a 100% Total Small Business set-aside on or about September 15, 2026.  Interested contractors will be responsible for downloading copies of the solicitation and any subsequent amendments from this website.  No hard copies will be made available.  The solicitation will provide instructions to contractors about the response to the RFQ submission process.
