The Naval Undersea Warfare Center (NUWC) Division Keyport, under the Department of the Navy (NAVSEA), is seeking industry input for the installation of geomembrane roof systems at its Bangor Annex facilities. - Government Buyer: - Department of the Navy - Naval Undersea Warfare Center (NUWC) Division Keyport - NUWC Keyport Bangor Annex - Products/Materials Requested: - Non-woven geotextile underlayment (8 oz Polypropylene) - Reinforced geomembrane fabric (core thickness 40-45 mil, UV stabilized linear low-density polyethylene, 9x9 polyester scrim, high tensile and puncture strength) - 200-2-6 geocomposite drainage material - Drainage materials (geotextile fabric, drainage gravel, quarry spalls) - Services Requested: - Installation of geomembrane roof systems, including subgrade preparation, geomembrane installation, drainage system construction, and site restoration - OEMs and Vendors: - No specific OEMs or vendors are named; industry is invited to propose solutions - Unique/Notable Requirements: - Strict adherence to safety, environmental, and quality standards - Compliance with Operations Security (OPSEC) guidelines for defense contractors - Multi-year phased work (FY27-FY30) with base and option items for various buildings - No classified or export-controlled information to be submitted - Interested parties should review attached drawings and statement of work for technical specifications and complete the industry questionnaire.

Synopsis:

The Naval Undersea Warfare Center Division (NUWC), Keyport is issuing this sources sought notice as a means of conducting market research to identify parties having the resources, interest, and capability to provide the Geomembrane Covers in accordance with the [ ] attached drawings and/or [X] statement of work.

This request for capability information does not constitute a Request for Proposal (RFP); submission of any information in response to this announcement is purely voluntary and the Government assumes no financial responsibility for any costs incurred.

Please complete the attached “Questionnaire for Industry” Word document and return it via email to michelle.a.farrales.civ@us.navy.mil no later than September 17, 2026.
