NASA's Office of Strategic Infrastructure, Facilities and Real Estate Division is seeking industry input for a Multiple-Award Blanket Purchase Agreement to support its real property portfolio. - Government Buyer: - National Aeronautics and Space Administration (NASA) - Office of Strategic Infrastructure, Facilities and Real Estate Division (FRED) - Services Requested: - Real estate feasibility and development studies - USPAP-compliant appraisal and valuation services for unique federal assets - Lease-versus-build trade studies and portfolio optimization analysis - Title research, legal description support, boundary verification, and encumbrance analysis - Enhanced Use Leasing (EUL) advisory services and public-private partnership structuring - Brokerage support, including market research and commercial partner engagement for specialized federal assets - On-site real property support at NASA Centers and remote sites globally - Professional real estate consulting and technical services, including sale, trade, acquisition, leasing, surveys, and training - Unique Requirements: - Expertise in federal real estate and compliance with Uniform Standards of Professional Appraisal Practice (USPAP) - Support for diverse and specialized federal assets, including innovative approaches and flexibility for global operations - Encouragement of small business and minority institution participation, with input sought on subcontracting goals and strategies - No specific OEMs, vendors, products, or part numbers are named in the solicitation. - The contract may involve travel and embedded support at NASA Centers.
Description
NASA Shared Services Center is hereby soliciting information from potential sources for Real Estate and Facilities Services Support to provide real estate and facilities advisory services to support NASA's real property portfolio, including real estate feasibility and development studies, USPAP-compliant appraisal and valuation services, lease-versus-build trade studies and portfolio optimization analysis, title research and legal description support, Enhanced Use Leasing (EUL) advisory services, brokerage support for unique federal assets, on-site real property support at NASA Centers, and market research for specialized and non-traditional federal assets.
The National Aeronautics and Space Administration (NASA) NASA Shared Services Center (NSSC) is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses (SB) and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Real Estate and Facilities Services Support. Vendors are encouraged to demonstrate capabilities as a prime, subcontractor and/or teaming partner. The Government reserves the right to consider a Small Business, Small Disadvantaged Business (SDB), HUBZone, Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business, and Women-Owned Small Business (WOSB) set-aside based on responses received.
Respondents are requested to provide informed input on realistic and appropriate SB subcontracting and/or participation goals for the specific requirement. This type of feedback supports NASA’s market research and helps ensure the acquisition strategy is aligned with actual industry capability. Industry feedback is requested for:
1. SB Subcontracting goals;
2 Barriers that may limit SB participation, such as certifications, unique technical requirements, security needs, specialized tools, or high-risk performance areas and/or
3. Strategies to increase SB participation, including:
• Breaking requirements into smaller components
• Identifying areas appropriate for subcontracting
• Considering teaming or mentor protégé approaches
This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary.
