Solicitation: Station San Diego Kitchen Renovation Set-Aside: Total Small Business Set-Aside (FAR Subpart 19.5) Location: USCG Station San Diego, Building F (Kitchen), 2170 N. Harbor Drive, San Diego, CA 92101

1. Project Background and Objective

The U.S. Coast Guard requires complete renovations of the kitchen at Station San Diego (Building F). The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to modernize the kitchen space.

2. Scope of Work (Summary) - Please review the attached Statement of Work (SOW) for full technical requirements, safety standards, and applicable codes.

The Contractor is responsible for the demolition of existing materials and the installation of new cabinetry, countertops, appliances, and fixtures. Key tasks include:

Electrical & Plumbing: Install three (3) new electrical outlets along the SAR Locker Room Wall. Remove the existing garbage disposal and sump pump; furnish and install a new garbage disposal, sump pump, and single-basin stainless steel sink. Cabinetry & Countertops: Furnish and install new kitchen cabinets and countertops along the Window Wall and SAR Locker Room Wall. Install a new countertop for the Kitchen Island. Appliances: Furnish and install a new stainless-steel dishwasher, stove, microwave, and a portable stainless-steel refrigerator. Finishing & Painting: Prepare all wall surfaces (patching, sanding, priming) and paint the entire kitchen space. Testing & Commissioning: Verify load capacity on new breakers, pressure test plumbing lines, and test all appliance functions.

3. Site Conditions & Hazardous Materials

An Asbestos and Lead Survey was conducted for this facility (AESS Job No. 26-092).

Asbestos: No asbestos was detected in the Station's kitchen (Building F). Lead: Lead was detected at very low concentrations (<0.00151% to <0.00238% by weight) on the east and south walls. While below the EPA/HUD threshold for Lead-Based Paint, any detectable level of lead triggers Cal/OSHA Lead in Construction Standard (8 CCR § 1532.1) compliance. Handling & Disposal: Debris and waste generated from the removal of lead-containing materials must be evaluated for appropriate disposal classification (TCLP or TTLC) prior to off-site disposal. Government dumpsters shall not be used.

4. Period of Performance and Hours

All work shall be completed within 60 calendar days from the issuance of the written Notice to Proceed (NTP). Work hours are Monday through Friday, 0800 to 1600 hours, excluding federal holidays. Any disruption to utilities must be coordinated at least 72 hours in advance.

5. Wage Determinations

This project is subject to the Davis-Bacon Act (FAR 52.222-6). Prevailing wages for San Diego County, CA, apply. See the attached General Decision Wage Determination.

6. Proposal Submission Requirements

To be considered for award, interested offerors must submit the following documents with their proposal:

Product Data Sheets & Warranties: For all appliances (dishwasher, stove, microwave, refrigerator), sink, garbage disposal, sump pump, cabinetry, and countertops. Samples: Paint color, countertop, and cabinet finish samples or spec sheets (must be provided for USCG review prior to installation). Safety Plans: An Activity Hazard Analysis (AHA) & Accident Prevention Plan (APP) detailing Cal/OSHA compliance for lead-containing materials and general construction safety. Technical Plan: Detailed technical plan outlining the project schedule from the post-award walk-through to construction completion. Past Performance & Licensing: Relevant past performance examples and proof of valid professional and trade licenses (plumbing, electrical). Pricing: Transparent pricing sheet breaking down labor, materials, waste disposal, and the total proposed cost.
