This opportunity is for the procurement of forty (40) trained detection canines and related equipment and services to support law enforcement operations in Costa Rica, managed by the U.S. Department of State (INL/RM/MS). - Government Buyer: - U.S. Department of State, Management Systems Division (INL/RM/MS), INL/SAO/IM - Post Funded - U.S. Embassy San José, Costa Rica - OEMs and Vendors: - No specific OEMs or vendors are named; preferred canine breeds include German Shepherd, Belgian Malinois, Labrador Retriever, Dutch Shepherd, Tervuren, Groenendael, and German Shorthaired Pointer - Products/Services Requested: - Forty (40) single-purpose 'green' detection canines (aged 12-24 months, 45-90 lbs, 22-30 inches at shoulder, male or female) - Canines must be microchipped or tattooed, pass selection tests by GOVCR instructors and INL, and be suitable for narcotics, explosives, human remains, blood, tracking, and currency detection - Delivered in two intervals of 20 dogs each, spaced 4-5 months apart - Canine equipment and supplies for each dog: - Large or X-large plastic crate with automatic water dispenser and bowl - Properly fitting muzzle, slow feeder bowl, stainless steel water bowl, canine food ration for transport plus 10 days, metal ID tag, training chain slip collar, two flea and tick dips, canine leash, black Kong toy, 3-inch Kong ball - Health and documentation: - Current vaccination records (Distemper, Hepatitis, Leptospira, Parvovirus, Parainfluenza, Rabies, Giardia, Herpes Type II, Coronavirus, Canine cough, Bordetella) - Health tests (hepatic, renal, hemoparasite, CBC, delousing, stool/fecal exam) - Health certificate and flight certificate by licensed veterinarian - X-rays of thorax, spine, hip, and elbow - Shipping and handling: - Delivery and transportation of all canines and equipment to San José International Airport, Costa Rica - Unique/Notable Requirements: - Canines must pass extensive physical and performance tests - Warranty and exchange provisions apply (4-12 months depending on condition) - Vendor must maintain a pool of canines throughout the testing period - Technical datasheets required for accessories/equipment approval - Set aside for women-owned small businesses - Firm fixed price contract; no cost-reimbursement line items - Best value tradeoff process prioritizing technical acceptability and past performance over price - Proposals must include technical, past performance, and pricing submissions - All requirements detailed in the attached Statement of Work (SOW)

Description

The U.S. Department of State, on behalf of U.S. Embassy San José, has a requirement for forty (40) trained detection canines to support law enforcement operations in Costa Rica. These canines will support tracking operations across various Costa Rican law enforcement agencies.

Prospective vendors must review the full Statement of Work (SOW), attached to this solicitation, in its entirety to ensure their submission meets all requirements. Failure to comply with the full SOW may render a proposal technically unacceptable.

The vendor shall submit Firm-Fixed-Price (FFP) quotes using the pricing matrix in Microsoft Excel format, covering all aspects of contract performance, including:

Canines Equipment Vaccines A 10-day-plus food supply Delivery and transportation of all canines to San José International Airport

No cost-reimbursement line items will be permitted under this contract.

The Government will award a contract resulting from this solicitation using a best value tradeoff process. Non-cost factors — Technical Acceptability and Past Performance — are weighted more heavily than price; however, proposed pricing must remain in alignment with the Independent Government Cost Estimate (IGCE).

Prospective vendors shall submit the following as part of their proposal:

Technical Proposal demonstrating understanding of and capability to meet the requirement (see SOW). Past Performance References (3–5), formatted per Section 2.2. Pricing Proposal using Microsoft Excel pricing matrix, per Section 1.11.
