This opportunity is for the City of Costa Mesa Police Department, seeking a qualified provider to operate and manage an animal care shelter facility. - Government Buyer: - City of Costa Mesa, Police Department - Scope of Services: - Operation of an animal shelter facility for dogs, cats, reptiles, small and large birds (excluding waterfowl or wildlife), goats, pigs, and other domesticated pet animals - Intake, care, adoption, and management of animals brought in by City Animal Control - Veterinary coordination, quarantine, spay/neuter services, controlled substances management, behavioral assessments, lost and found programs, disaster response, and community engagement - Disposal of deceased domestic animals and intake of owner-released animals - Open shelter policy for all dogs and cats from city residents or found within city limits (proof of residency required) - Prohibition on owner-requested euthanasia (must be performed by licensed veterinary provider outside the awarded contractor) - Notable Requirements: - Provider must have at least five years of relevant experience - Maintain a local office within 15 miles of Costa Mesa with an authorized representative - Ability to commence shelter operations by the specified start date - Contract Details: - Initial term of three years with two one-year renewal options - City reserves the right to award one or more contracts - No specific OEMs or vendors are named in the solicitation - Estimated contract value: $1,000,000 to $3,000,000 (based on typical municipal animal shelter operations)

Description

The City of Costa Mesa is seeking a partnership with a proposer to provide and operate an animal shelter facility, handling animal care sheltering and adoption services. The provider will manage intake, coordination, and management of animals including dogs, cats, and small animals brought by the City's Animal Control. The provider must maintain an open shelter policy for city residents but will not perform owner requested euthanasia, which must be done by a licensed veterinary provider outside the provider. The contract term is expected to be three years with two one-year renewals.
