The Department of Veterans Affairs (VA), Network Contracting Office 8, is seeking design/build services to repair and rehabilitate two potable water storage tanks (each 1,000,000-gallon capacity) at the VA Caribbean Healthcare System in San Juan, Puerto Rico. - Government Buyer: - Department of Veterans Affairs, Network Contracting Office 8 (NCO 8), VA Caribbean Healthcare System - OEMs and Vendors: - Tanks manufactured by Alonso & Carus Iron Works (2007) - Inspection services performed by Project Specialists of Puerto Rico, Inc. - Products/Services Requested: - Design/build services for structural repairs, corrosion removal, coating, disinfection, and testing of water tanks - API-653 Out-of-Service External/Internal Mechanical Integrity Assessments for both tanks - Construction and rehabilitation of elevated steel water storage tanks, including piping, valves, floor drains, safety ladders, tank heating equipment, lightning protection, and painting - Safety and accident prevention program development and implementation - Environmental protection and waste management services - Network analysis scheduling and risk management - Product Line Items: - Elevated steel water storage tank and tower (including risers, piping, drains, painting, sterilization, and accessories) - Ductile iron underground piping, galvanized steel above ground piping, ductile iron fittings - Altitude valves, check valves, gate valves - Cast iron floor drain with light duty grate - Safety ladders and OSHA-approved climbing equipment - Tank heating equipment - Lightning protection system - Paint for weld seams, margins, bolts, lugs, and damaged primer areas - Services Line Items: - Design/build services for repairs and rehabilitation of potable water storage tanks - API-653 mechanical integrity assessments - Safety and accident prevention program development - Environmental protection and waste management - Network analysis scheduling and risk management - Unique/Notable Requirements: - Compliance with AWWA, EPA, API 653, OSHA, and other relevant standards - Infection control guidelines - Submission of specialized experience forms, past performance questionnaires, and detailed construction management plans - Contract set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) - 730-calendar day performance period for design, construction, and closeout phases
