The Port of Houston Authority (PHA) is seeking professional services to support its Grants Department in preparing and managing grant applications for marine facilities and federal/state grant programs. - Government Buyer: - Port of Houston Authority, Strategy Department - OEMs and Vendors: - No specific OEMs or vendors are named; opportunity is open to qualified professional service providers - Products/Services Requested: - Grant Application Support Services - Includes drafting, compiling, and submitting grant applications - Comprehensive grant management support (excluding reimbursement processing and quarterly reporting) - Application support: economic impacts, benefit-cost analyses (BCAs), environmental permitting, NEPA compliance, funding review, narrative writing - Research, grant agreement negotiation (schedule, budget, scope modifications, NEPA), sub-recipient monitoring and coordination - Services provided on a task order basis, primarily remote with occasional onsite work at Port Houston facilities - Unique or Notable Requirements: - Responses must be submitted electronically via Port Houston Workday eProcurement System - Completion of Small Business Enterprise (SBE) Participation Statement of Intent for each SBE proposed - Adherence to PHA's Small Business Development Program - Submission of Conflict of Interest Questionnaire - No bid security required - All required documents must be submitted for a response to be considered - Responses and documents must remain valid for 120 days after the response due date - Evaluation criteria include purchase price, respondent qualifications, benefit to PHA, and small business participation - Contract is task order-based, with work primarily remote and occasional onsite presence required - Contract term begins ten days after purchase order receipt and expires December 31, 2029, with possible extensions by written notice
