North Valley Fiber is a City-owned open access fiber network serving approximately 9,100 addresses. The City owns and operates the physical infrastructure and network hardware, while independent Internet Service Providers deliver retail services over this infrastructure. The vendor responsibilities include retail billing, subscriber support, marketing, and managed services such as Wi-Fi and voice. The City aims to select one or two anchor vendors and participation is non-exclusive. The mainline construction is expected to be complete by September or October 2026, with operations beginning immediately thereafter.
