Access Control System Modernization for 108th ADA Brigade, Fort Bragg

The U.S. Army's 108th Air Defense Artillery Brigade at Fort Bragg, NC, is seeking a contractor to modernize Access Control Systems (ACS) at two brigade facilities. - Government Buyer: - U.S. Army, 108th Air Defense Artillery Brigade, W6QM MICC FDO FT BRAGG - Scope of Work: - Turnkey replacement and upgrade of legacy access control systems at BLDG X-4514 and BLDG C-1726 - Includes all labor, equipment, materials, system integration, demolition of old systems, lock mechanism repairs, testing, and training - Installation of CAC-enabled card readers, dual-factor authentication locks (PIN + CAC), high-density controller panels, centralized management software, and UPS power supplies - Repair/replacement of cabling infrastructure and electrical integration - One-year comprehensive warranty on all installed hardware, software, controllers, power supplies, and cabling - End-user operational and administrative training for designated personnel - Products/Services Requested: - Multiple CAC-enabled lock mechanisms and card readers for entrances, exits, and high-security rooms - Dual-factor authentication hardware for sensitive areas - High-density controller panels to replace legacy Kantech panels - Centralized access management software and new workstation computers - Uninterruptible Power Supplies (UPS) for system reliability - Demolition and removal of legacy systems, cabling, and electrical work - Unique/Notable Requirements: - Secret security clearance required for contractor personnel - 100% small business set-aside under NAICS 561621 - All work must be completed within 90 days from Notice to Proceed - Comprehensive warranty and training required - No specific OEMs or part numbers are mandated; commercial equivalents are acceptable - Potential OEMs (examples, not specified in solicitation): - Kantech (legacy panels referenced) - HID Global, LenelS2, Honeywell, Gallagher, Bosch (as likely competitors for access control solutions) - Quantities: - 1 system upgrade per building, with multiple hardware components per location as detailed above

Quote Submission Instructions

Offerors shall submit quotes by email to Paul Ciabotti (paul.m.ciabotti.mil@army.mil) and Eli O’Neal (eli.u.oneal.civ@army.mil) at the email addresses identified in the solicitation no later than 4:00 p.m. EDT on 17 September 2026. Late quotes may not be considered.

Quotes shall be organized and submitted as three separate volumes:

Volume I – Price: Submit the completed pricing schedule in Microsoft Excel format. Volume II – Technical Capability: Submit a searchable Adobe PDF, not to exceed 25 pages, addressing:

    <p>List of proposed equipment; and</p>
    </li>
    <li>
    <p>Project plan describing the approach for both locations.</p>

<p><strong>Volume III &ndash; Past Performance:</strong>&nbsp;Submit a searchable Adobe PDF, not to exceed&nbsp;<strong>10 pages</strong>, identifying up to three relevant projects completed within the last three years or currently in progress. Include, at a minimum, the project title, contract number, project value, and project description.</p>

Offerors shall also submit a completed and signed SF-1449, including blocks 17a, 19 through 24, 30a, and 30b, as specified in the solicitation. Offerors must ensure their SAM registration is active before submitting a quote. Failure to comply with the submission-format or administrative requirements may result in the quote being rejected as unacceptable. 

If an amendment is issued, offerors must acknowledge the amendment and ensure their quote responds to the amended RFQ.
