NASA Shared Services Center (NSSC) is planning a sole source procurement for an upgrade to the Thermal Wave Imaging EchoTherm IR NDI System at NASA Glenn Research Center. - Sole source contract intended for Thermal Wave Imaging Inc., the only OEM identified for this system upgrade - Upgrade includes: - Software updates: Mosaiq v.4.x, Virtuoso v.4.x - Hardware enhancements: rackmount PC (Intel i7, 32GB RAM, 1TB SSD, Windows 10), integrated system controller, replacement flashlamp - System cables, user manuals, and one day of online training - FLIR A6781 SLS and A6798 MWIR cameras (supplied by NASA) - Performance location: NASA Glenn Research Center; upgrade performed at TWI's facility in Michigan - NASA responsible for shipping existing equipment to vendor - NAICS code: 334519 (Other Measuring and Controlling Device Manufacturing) - Period of performance: 4 to 6 weeks after receipt of order - NASA requests written capability statements from interested vendors by 9/8/2026; quotes are not being solicited - No specific quantities beyond one system upgrade; part number ET-2020-01-01-DG - Commercial item procurement under FAR Part 12 - Opportunity for potential competitors to submit capability statements if they can provide equivalent upgrades

 Synopsis:

VENDORS MUST REFERENCE THE NOTICE ID WHEN SUBMITTING A CAPABILITY STATEMENT.

NASA/NSSC has a requirement for Thermal Wave Imaging EchoTherm IR NDI System – Upgrade.   

NASA/NSSC intends to issue a sole source contract to THERMAL WAVE IMAGING INC: 25175 DEQUINDRE RD | MADISON HEIGHTS, MI 48071 under the authority of FAR 12.102(a). It has been determined that THERMAL WAVE IMAGING INC is the sole provider of Thermal Wave Imaging EchoTherm IR NDI System - Upgrade

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 334519.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 9/8/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

NOTE: Quotes received in response to this notice will NOT be considered and will not be evaluated by NASA’s Technical End User Team. We are currently only requesting Capability Statements.
