Description
Naval Air Systems Command, V-22 Joint Program Office (PMA-275), intends to negotiate and award a sole-source Delivery Order to the Bell Boeing Joint Project Office for the procurement of non-recurring engineering to integrate the Common Carriage solution for the AN/ALE-47 Countermeasures Dispensing Set on V-22 aircraft. The effort will include non-recurring engineering, flight test, validation and verification, and delivery of support products necessary for installation and sustainment of this capability. Additionally, this effort will include the delivery and installation of A-Kits for Flight Test aircraft and validation and verification efforts. The estimated period of performance is two years, with anticipated award in September 2027.
This action is being awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.
Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
