ATON Structure Replacement and Repair Services for San Francisco Bay Area

The U.S. Coast Guard Civil Engineering Unit Oakland, under the Department of Homeland Security, is seeking qualified firms for the replacement, repair, and maintenance of Aids to Navigation (ATON) structures across the San Francisco Bay Area and surrounding waterways. - Government Buyer: - Department of Homeland Security - United States Coast Guard - Civil Engineering Unit Oakland - Aids to Navigation Team San Francisco - Scope of Work: - Installation, removal, repair, and fabrication of ATON structures (beacons, dayboards, ladders, safety climbing devices) - Demolition and removal of existing structures - Environmental and safety compliance, including biological monitoring and detailed surveying - Contractor to provide all materials (except Government Furnished Material), labor, equipment, and transportation - Products Requested: - Steel pile beacons and daybeacons (single and multi-pile), with reduced headers and epoxy coated piles - Dayboards (types: 2SG, 3SG, 4TR), ladders, ladder extension brackets, safety climbing devices - Specific line items for 28 locations, each with unique part numbers (LLNR codes) and configuration details - Notable Requirements: - All work must be completed within strict in-water work windows by location - Surveys and as-built reports required within 30 working days after installation - Monthly schedule updates post-award - Contractors must demonstrate relevant experience and bonding capability - Estimated Contract Value: - $5,000,000 to $10,000,000 - No specific OEMs or commercial vendors are named; materials are standard marine construction items - NAICS code: 237990 (Other Heavy and Civil Engineering Construction)

Description

This is a SOURCES SOUGHT NOTICE to identify firms capable of performing ATON Repair & Replace Work in the San Francisco Area.

Major work items include:

Contractor Provide all materials (excluding Government Furnished Material), labor, equipment and transportation required to accomplish work installing, replacing, removing, or refurbishing ATON structures in the SF Bay Area. Work includes, but is not limited to:

Standard ATON Maintenance work which includes removals, replacements, and repairs of damaged ATON structures. See appendix A, appendix B, and attached specification for scope requirements. ATON structure fabrication.

Structures will be constructed within in-water work window limitations. The in water work windows applicable to this project are as follows:

1. San Francisco Bay: 01 July – 30 November

2. Sacramento River: 01 August – 15 September

3. Bodega Bay: 01 October – 31 October

ALL In-Water work must be completed by October 31, 2027.

All work will be performed in accordance with attached Specifications/Attachments/Drawings.

The procurement estimate is between $5,000,000 and $10,000,000. The NAICS for this project is 237990.  A Solicitation is estimated to be issued in September, 2026.

Evidence of experience in work similar in type and scope, to include contract numbers, project titles, dates work performed, dollar amounts, points of contact and telephone numbers. Provide evidence of bonding capability to the maximum magnitude on the project to include both single and aggregate totals.
