Description

Based on the market research conducted, the Government proceeded with a fixed-price, sole-source acquisition to The Emmes Company, LLC to continue operation, maintenance, security support, user access administration, and planned decommissioning of the existing VRC websites and associated data systems. Emmes is the only identified source capable of maintaining the current proprietary environment in its existing configuration, preserving read-only access through the transition period, applying required security patches, and completing decommissioning activities without interruption to service. 

The Government posted a Notice of Intent on August 4, 2026 requesting for capability statements from vendors that believe they are capable of doing the work as specified in the notice. The response date was August 10, 2026 by 9:00am. Four vendors responded by the time noted, but all four were found to be technically unacceptable to perform the services required. As a result, the contract was not awarded competitively.
