Fire Suppression System and Interior Office Construction at Grissom Air Reserve Base

This opportunity involves the installation of a wet-pipe automatic fire suppression system and related upgrades at Grissom Air Reserve Base, Building 450. - Government Buyer: - Department of the Air Force, Air Force Reserve Command, 434th Mission Support Group Civil Engineers (434 MSG/CEC), Nonappropriated Fund Instrumentality (NAFI), Grissom Air Reserve Base - OEMs and Vendors: - Monaco Enterprises (fire alarm control panel integration) - Products and Services Requested: - Design, furnish, and install a wet-pipe automatic fire suppression system - Construction of a 512 sq. ft. interior office with 1-hour fire-resistance-rated enclosure - Fire-rated doors, quick-response concealed or flush pendant sprinklers - Fire Department Connection (FDC) with 2.5-inch female NST Siamese coupling - Yard hydrant and Post Indicator Valve (PIV) - Exterior freeze-proof hose bib - High-efficiency mini-split heat pump or packaged terminal air conditioner - LED recessed lighting and emergency battery backup units - Double-check backflow prevention assembly or RPZ device - Relocation and integration of Monaco fire alarm control panel - Services: - Complete architectural and engineering design, procurement, site work, construction, and commissioning - Structural engineering analysis (signed/sealed calculations) - Hydraulic and hydrostatic testing (2-hour pressure test per NFPA standards) - Alarm commissioning and testing (Monaco alarm points, water flow switches, tamper alarms, mass notification system) - Minimum 4 hours of on-site operations and maintenance training - Environmental compliance services: backflow device inspection, stormwater permit management, hazardous material/waste management, pesticide application, air quality permit compliance, wetland delineation, asbestos and lead-based paint management, solid waste/recycling, fill material sampling - Unique/Notable Requirements: - Integration with Monaco Enterprises fire alarm equipment - Compliance with federal, state, and local environmental regulations - Mandatory site visit and base access coordination - Submission of past performance and technical capability statements - 20% bid bond required; payment and performance bonds based on award amount - Detailed record-keeping and reporting for environmental activities - All work must be completed within 180-190 calendar days from Notice to Proceed - All materials, labor, and equipment must be provided by the contractor

Requirement & Scope of Work

The Department of the Air Force, Nonappropriated Fund Instrumentality (NAFI), issues this combined synopsis/solicitation to procure all necessary labor, supervision, materials, tools, transportation, and equipment required to design, furnish, and install a complete wet-pipe automatic fire suppression system in Building 450. The scope includes associated HVAC modernization, architectural adjustments, electrical work, and plumbing tie-ins as detailed in the attached Statement of Work and project specifications for Project CTGB 13-2020.

Nonappropriated Fund Instrumentality (NAFI) Notice: This is a procurement by a Nonappropriated Fund Instrumentality (NAFI) of the Department of the Air Force. The NAFI is an integral part of the Department of Defense and is an instrumentality of the United States Government. No appropriated funds of the United States shall become due or be paid to the Contractor by reason of this contract. This procurement is conducted in accordance with DAFMAN 64-119 and DoDI 4105.67, and is not subject to the Contract Disputes Act of 1978 or the FAR unless expressly referenced.

Schedule of Events & Milestones

The solicitation is officially issued on September 2, 2026. An organized site visit will be conducted on September 17, 2026, at 10:00 AM Eastern Time; all prospective offerors are encouraged to attend and must coordinate base access requirements prior to the visit. EMAIL the Contracting Officer to RSVP and receive base access background check steps at least 4 business days prior to the site visit. 

All technical and administrative questions regarding this solicitation must be submitted in writing no later than September 24, 2026, at 10:00 AM Eastern Time. The solicitation closes, and all proposals must be received, no later than October 8, 2026, at 10:00 AM Eastern Time. Late submissions will not be considered.
