The USDA Forest Service is seeking HVAC maintenance and repair services for the Grey Towers Historical Site in Milford, Pennsylvania. - Government Buyer: - United States Department of Agriculture (USDA), Forest Service, CSA EAST 5, Atlanta, GA - Grey Towers National Historic Site, Milford, PA - Products and Services Requested: - Annual preventative maintenance for HVAC systems, including: - Filter and belt replacements on 18 air handling units (AHUs) and 6 cabinet unit ventilators (twice yearly) - Belt replacement for bathroom exhaust fan (once yearly) - Chiller start-up and shut-down (including cleaning, filling, greasing, draining, and antifreeze application) - Boiler/furnace start-up, shut-down, and maintenance across multiple buildings - Non-emergency and emergency service calls (emergency response within 4 hours) - Optional duct cleaning and additional parts/repairs as needed - No specific OEMs or part numbers are listed; contractor must supply filters, belts, and materials per manufacturer and code standards - Unique Requirements: - Total small business set-aside under NAICS 238220 - Compliance with federal anti-discrimination and DEI requirements - Emergency service response within 4 hours - Optional services (duct cleaning, additional repairs) to be priced post-award and approved by Contracting Officer - Maintenance must follow manufacturer instructions and applicable codes

Description

Description - Grey Towers Historical Site HVAC services.   

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 12444326Q0044 is issued as a Request for Quotation (RFQ) for Grey Towers Historical Site HVAC services. 

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 238220.  The small business size standard is $19 (Size standards in millions of dollars). This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. Offerors are cautioned that, notwithstanding any remarks or clarifications given at a site visit all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to site visit questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer.

Update as of 09/02/2026 - A pre-quote site visit is scheduled for 09/09/2026 at 1:00 PM EST at 151 Grey Towers Drive Milford, PA 18337.  In order to facilitate site visit preparations, it is requested that the COR Elizabeth Hawke be contacted via email at elizabeth.hawke@usda.gov and advised of the number of persons who will attend.
