The City of Lodi Electric Utility (LEU) is seeking proposals for Owner’s Engineer (OE) services to support the Guild 230/60 kV Substation Project in Lodi, California. - Government Buyer: - City of Lodi Electric Utility (LEU) - Project Scope: - Construction of a new 230/60 kV substation - Private access road development - Modifications to an adjacent substation - Part of Pacific Gas & Electric Company’s (PG&E) Northern San Joaquin 230 kV Transmission Project - Products Requested: - 2 x 230/60 kV autotransformers (long-lead equipment) - 2 x 230 kV SF6 circuit breakers (long-lead equipment) - Services Requested: - Owner’s Engineer (OE) services including: - Engineering and technical review - Project management - Design review - Specification development - Procurement oversight - Construction management - Testing, commissioning, and energization support - Notable Requirements: - OE must be independent from any EPC contractor - Demonstrated experience with high-voltage substations (230/60 kV or similar) - Ability to coordinate with PG&E and Northern California Power Agency (NCPA) - Comprehensive technical and project management support - OEMs: - No specific OEMs named for autotransformers or circuit breakers; PG&E is a key stakeholder - Procurement Details: - LEU will directly procure autotransformers and circuit breakers to mitigate long-lead risks - Other materials to be procured by the EPC contractor

The City of Lodi – Electric Utility is seeking proposals from qualified engineering and consulting firms to provide Owner's Engineer services for the Guild 230/60 kV Substation Project in Lodi, California. The selected firm will oversee the project lifecycle including engineering, procurement, construction procurement, design review, specifications creation, procurement oversight, construction, testing, commissioning, and energization. The project includes a new 230/60 kV substation, a private access road, and modifications to an adjacent substation. The Owner's Engineer will act as the technical representative for the City of Lodi Electric Utility and provide independent engineering and project management support throughout the project phases.
