The Minnesota Department of Education (MDE) is seeking qualified individuals to provide Special Education Alternative Dispute Resolution (ADR) services as mediators and facilitators. - Government Buyer: - Minnesota Department of Education (MDE), General Counsel division - Scope of Services: - Provision of mediation and facilitation services to resolve special education disputes between families, school districts, and agencies - Services include conducting mediation sessions, facilitating IEP meetings, assisting in drafting agreements, and attending required training - Services may be delivered virtually or in-person, with travel throughout Minnesota - Contract Structure: - Multiple master contracts will be awarded, creating a roster of pre-qualified mediators and facilitators - Work is assigned via work orders based on agency needs; no guaranteed minimum assignments - Cost Proposal: - Responders must submit maximum hourly rates for service delivery and travel, inclusive of all costs (travel, insurance, etc.) - Notable Requirements: - Compliance with Minnesota diversity and inclusion goals - Required insurance coverage (umbrella or personal automobile) - Participation encouraged from small, minority-owned, women-owned, veteran-owned, and disabled-owned businesses - Mandatory attendance at least one full day of training per state fiscal year - No OEMs or specific vendors are named, as this is an open solicitation for individuals or firms to qualify for the roster

Description

The Minnesota Department of Education (MDE) General Counsel division is seeking proposals from qualified and experienced individuals to serve as special education mediators and facilitators within a master contract program to provide Alternative Dispute Resolution (ADR) services. Selected individuals will be awarded a Master Contract and placed on a roster of pre-qualified vendors. Multiple master contract awards will be made, and work will be assigned based on agency needs. Proposals must be submitted through the SWIFT Supplier Portal by September 4, 2026.
