The Commonwealth of Massachusetts Executive Office of Education (EOE), on behalf of the Department of Elementary and Secondary Education (DESE), is seeking professional services to modernize the DESE public website. - Government Buyer: - Commonwealth of Massachusetts Executive Office of Education (EOE) - Department of Elementary and Secondary Education (DESE) - OEMs and Platforms: - Drupal (required CMS platform) - Amazon Web Services (AWS) (required hosting environment) - Vendors must: - Be on statewide contract ITS81 Category 3 - Have at least three years of experience in enterprise website modernization, including Drupal solutions hosted on AWS - Demonstrate relevant certifications (Drupal, AWS, accessibility) - Products/Services Requested: - Business requirements refinement - Solution architecture design - Implementation with prototype - Data and content migration - Accessibility audit and testing - AWS hosting and infrastructure setup (serverless/containerized deployment) - Infrastructure as Code (preferably Terraform) - CI/CD, monitoring, and project tracking - Design and implementation aligned with Massachusetts Design System - Content governance, migration planning, and knowledge transfer - Unique/Notable Requirements: - Website must be accessible, mobile-ready, multilingual, and AI-ready - Compliance with Commonwealth security policies, CORI check requirements, and accessibility standards (WCAG, ADA) - Use of Massachusetts Design System and Figma for design deliverables - Detailed technical requirements for Drupal stack, workflow configuration, migration readiness, and security - Coordination with EOE Cloud Team and use of EOE-approved tools (GitHub, Jira) - Firm-fixed-price cost proposal with milestone deliverables - No specific hardware or product part numbers are requested; focus is on digital services and platform implementation.
