Ellis County is seeking bids for an annual contract to supply and deliver Hot Mix Asphalt Concrete (HMAC) and Cold Mix & Patching Materials for road construction and maintenance across multiple precincts. - Government Buyer: - Ellis County Purchasing Department - Products & Materials Requested: - Hot Mix Asphalt Concrete Pavement (TxDOT Item 340/341) - Dense-Graded Hot Mix Asphalt, Types A, B, C, D, F (TxDOT Item 341) - Delivery required to five precinct locations and plant pickup options - Cold Mix & Patching Materials - All-Season Pre-Coated Patching Mixture (ASPPM, TxDOT DMS-9202, Grade IV) - Hot-Mix Cold-Laid Asphalt Concrete (HMCL, TxDOT Item 334, Types C, D, F) - 50 lb. bagged/containerized cold patch (TxDOT DMS-9202, Grade CC or equivalent) - Technical & Quality Requirements: - All materials must meet current Texas Department of Transportation (TxDOT) specifications (SS 8012, DMS-9202, Item 334) - Asphalt must originate from a TxDOT-approved source; proof of TxDOT plant certification or listing on TxDOT Material Producer List (MPL) required - Vendors must provide TxDOT-certified Job Mix Formula and quality control data - Vendor Qualifications: - Bidders must be regularly engaged in manufacturing, production, and distribution of asphalt materials - Demonstrated logistical capacity for timely delivery to multiple precincts - Additional Requirements: - Submission of current W-9, Conflict of Interest form, Form 1295 Certificate, proof of insurance - Pricing based on unit prices, delivery times, and surcharges for minimum orders, demurrage, and mileage - Contract Structure: - One-year initial term with up to four one-year renewal options, subject to performance and funding - No specific OEMs or vendors are named; opportunity is open to all qualified suppliers meeting TxDOT standards.
