Description

The U.S. Small Business Administration (SBA) is publishing updated minimum performance standards for commercialization for firms funded through the SBIR and STTR programs. The standards establish a minimum share of annual revenue that a Small Business Concern (SBC) must derive from sources other than SBIR or STTR funding to remain eligible for new Phase I or Direct-to-Phase II awards if the SBC has received more than 25 Phase II awards in the past five fiscal years. The standards take effect November 15, 2026, and require phased implementation of non-SBIR revenue share thresholds starting at 33% in fiscal year 2027 and increasing to 50% in fiscal year 2028 and thereafter. Failure to meet the benchmark results in ineligibility for new awards for one year.
