Description

Effective July 1, 2026, the U.S. International Trade Commission (USITC) implemented changes to statistical reporting categories in the Harmonized Tariff Schedule of the United States (HTSUS). As a result, the Office of the United States Trade Representative (USTR) is making conforming amendments to four product exclusions associated with the Section 301 investigation of China's Acts, Policies, and Practices Related to Technology Transfer, Intellectual Property, and Innovation. These amendments maintain the pre-existing product coverage of the China 301 actions by modifying specific note provisions in the HTSUS. Customs and Border Protection (CBP) will issue instructions on entry guidance and implementation of these amendments.
