The U.S. Coast Guard Aviation Logistics Center is seeking repair and evaluation services for motors used on the MH-65 helicopter. - Government Buyer: - U.S. Coast Guard Aviation Logistics Center (ALC), Department of Homeland Security - OEMs and Vendors: - No specific OEMs named; repairs must comply with OEM specifications - Products/Services Requested: - Repair of 12 motors (NSN 3010-14-382-6721, Part Number 4190007) for MH-65 helicopter - Test and evaluation services for motors, including those deemed Beyond Economical Repair (BER) - Product Line Items: - 12 motors for repair (NSN 3010-14-382-6721, P/N 4190007) - Service Line Items: - Evaluation, repair, and overhaul of motors (bench testing, failure analysis, repair feasibility, parts/labor/tooling, airworthiness certification) - Test and evaluation for BER items - Unique/Notable Requirements: - Repairs must meet OEM specifications and quality standards (ISO 9001, AS9100) - Components must be returned ready for issue with airworthiness certifications - Strict documentation: failure data reports, Certificates of Conformance - Completion required within 60 days of receipt; test/evaluation within 15 days - All responsible sources with relevant expertise may submit offers

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03826QB0000218 is issued as a request for quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is an unrestricted solicitation.  All responsible sources may submit a quotation which shall be considered by the agency. 

It is anticipated that a firm-fixed price purchase order shall be awarded on a competitive basis as a result of this synopsis/solicitation.  Concerns having the expertise and required capabilities to provide these repairs are invited to submit offers in accordance with the requirements stipulated in this solicitation.
