The Administrative Office of the U.S. Courts, including the Federal Judicial Center and other Judiciary units, is seeking a commercial Software-as-a-Service (SaaS) video streaming platform for hosting, managing, and distributing video-on-demand content. - Government Buyer: - Administrative Office of the United States Courts (AOUSC) - Federal Judicial Center (FJC) - Office of Public Affairs, Procurement Management Division - Products/Services Requested: - SaaS video streaming platform with integrated content management - Adaptive streaming, transcoding, analytics, and 24/7 monitoring - Monthly storage (up to 18,000 GB), bandwidth (up to 6,000 GB), and transcoding (up to 22,500 minutes monthly) - Secure user accounts with two-factor authentication - HTML5 video player, detailed analytics, single sign-on, content editing, automatic closed captions, multi-language audio, Google Analytics integration - Administrative and technical support, maintenance, data integrity, and security services - Transition-out services for 3 months after contract completion - Quantities and Part Numbers: - Platform service: 12 months per year (base + 7 option years) - Storage: 18,000 GB per month - Bandwidth: 6,000 GB per month - Transcoding: 19,000–22,500 minutes per month (increasing annually) - Part numbers provided for each contract year and service line item - Unique/Notable Requirements: - Compliance with Judiciary IT standards - Secure content management and user authentication - Detailed analytics and integration with Google Analytics - 24/7 monitoring and administrative support - Transition-out period to ensure smooth service migration - No specific OEMs or brands are named; the procurement is open to responsible sources able to meet these requirements. - Estimated contract value likely ranges from $1,000,000 to $5,000,000, based on industry pricing for enterprise SaaS streaming platforms over an 8-year period.

Description

This is a solicitation for a COTS streaming media platform prepared in accordance with the Administrative Offices of the U.S. Courts Judiciary Guide, Chapter 325 Small Purchase Procedures of Volume 14, as supplemented with additional information included in this notice.  This solicitation is for a commercial off the shelf (COTS) media streaming (SAAS) platform.

All responses shall be submitted via email to Kelly_Weidner@ao.uscourts.gov and David_Kelley@ao.uscourts.gov.  Any other type of submission of responses shall not be accepted.

Responsible sources shall follow the instructions in the attached RFQ in order to be considered.  Questions are due by 2:00PM EST Sep. 10, 2026. Responses to this solicitation are due by no later than 2:00PM EST Sep. 21, 2026. This requirement is unrestricted and not set aside for small business as the Judiciary does not abide by the FAR for open market.
