Overview: The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the AN/PLM-4 Radar Signal Simulator (RSS) Standardized Electronic Module NSN 5963-01-508-8776EW, PN: FT1004-3 and the AN/PLM-4 Radar Signal Simulator (RSS) Battery Charger NSN: 6130-01-509-0564, PN: FT1004-1. The level of security clearance and amount of foreign participation in this requirement has not been determined. The Government’s Best Estimated Quantities for this requirement are in the table below. This is not a solicitation, but rather a Request for Information (RFI) to determine potential sources for information and planning purposes ONLY. This request does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. There is no solicitation available at this time. Contractor proposals will receive no response. Your response to this RFI will be treated as information only and shall not be used as a proposal. Contractors and/or Institutions responding to this RFI are placed on notice that participation may not ensure participation in future solicitations or contract awards. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned a technical manual number apply. Although the PLM-4 RSS is considered to be commercial with military-specific modifications. There are no drawings or specifications available for these two items. There is a technical order (33D7-13-245-1) for the PLM-4, but it does not contain drawings or detailed information for this item. The PLM-4 responsible engineering authority originally qualified source to provide this item is Extant Aerospace (CAGE 22830), which retains the technical data rights and drawings to this item. Contractor shall furnish all material, support equipment, tools, test equipment, and services. PURPOSE / DESCRIPTION The Government is conducting market research to identify potential sources that possess the expertise, capability, and experience to meet qualification requirements for qualification and production of the AN/PLM-4 Standardized Electronic Module NSN 5963-01-508-8776EW, PN: FT1004-3 and the AN/PLM-4 Battery Charger NSN: 6130-01-509-0564, PN: FT1004-1. This item is considered a Commercial item. Historically, there has been only one manufacturer for these specific NSNs. The government does not own the drawings or the data rights necessary to compete this effort. The drawings and data rights are proprietary to the one manufacturer, Extant Aerospace (Cage code:22830). The AN/PLM-4 Radar Signal Simulator (RSS) is an advanced portable radar simulator that tests Radar Warning Receivers, Electronic Surveillance Measures and Electronic Countermeasures systems. The RSS is designed to test the detection and identification capabilities of fixed and rotary wing aircraft, surface ships, submarines, and land vehicles against the latest hostile threats. The Standardized Electronic Module is an electronic device capable of controlling voltage and/or current to produce gain, oscillation or similar integral functions. It consists of a collection of electronic parts such as capacitors, resistors, coils, relays, transistors, semiconductor devices, and microcircuits in a single replaceable package. Instructions: The document(s) below contain a description of the AN/PLM-4 Radar Signal Simulator requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:      a.
