The U.S. Army Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) is seeking a rugged Electro-Magnetic Gradiometer Sensing System Hardware (EMG-SSH) device for advanced geotechnical research. - Government Buyer: - U.S. Army ERDC, Geotechnical and Structures Laboratory (GSL), Contracting Office at Waterways Experiment Station, Vicksburg, MS - Product Requested: - One Electro-Magnetic Gradiometer Sensing System Hardware (EMG-SSH) device - Must operate between 50kHz-750kHz - Detect magnetic fields in the picotesla range - Includes: man-carry boom, differential EMG receiver electronics, batteries, magnetic dipole antenna pairs, tablet computer with data acquisition software, GPS receiver, backpack, rugged cases, operator's and user guides, rugged laptop for data input - Services Requested: - In-person training on instrument assembly and operation at Vicksburg, MS - Unique Requirements: - Device must be rugged and suitable for field use - Delivery, installation, testing, manuals, and training are required - Government acceptance testing before payment - No specific OEMs or vendors are named; opportunity is open to qualified manufacturers of EMG sensing systems

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.2, “Solicitation, Evaluation, and Award”, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a solicitation is being issued with this notice.

The solicitation is being issued as a Request for Quote (RFQ) with the intent to award as a simplified acquisition, single award purchase order. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This requirement is 100% Small business set aside and utilizes the North American Industry Classification System Code (NAICS) 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a size standard of 1350 employees. This procurement is being conducted in accordance with regulation at FAR 12, Acquisition of Commercial Products and Commercial Services.

All Offerors shall submit a quote with content as specified herein. Quotes submitted without the specified content may be determined unsuccessful and removed from further consideration. Offerors are encouraged to review all clauses that are incorporated into this solicitation.

** SPECIAL ATTENTION SHOULD BE FOCUSED ON FAR 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES, AND FAR 52.212-2, EVALUATION-COMMERCIAL PRODUCTS, AS THESE CLAUSES OUTLINE THE EVALUATION INSTRUCTIONS AND FACTORS FOR AWARD OF THIS REQUIREMENT. **

The Government intends to make one award for one firm fixed price contract. Offers for less than the required delivery will not be accepted. The Government intends to award without discussions while reserving the right to hold discussions if determined advantageous to the Government. Offerors are encouraged to provide their best quote pricing in their initial offer.

Pursuant to FAR 52.204-7, System for Award Management – Registration, offerors shall have an active Federal Government contracts registration in the System for Award Management (SAM) when submitting a quotation in response to this solicitation and at the time of award. As part of the SAM registration process, the Government collects information, as described in paragraphs (b) through (d) of this provision, that is necessary to identify the Offeror and for the Offeror to be awarded Federal Government contracts. To register in SAM, go to https://www.sam.gov. Allow for processing time when registering in SAM. If the Offeror is not registered in SAM, it should register immediately after receiving this solicitation.

Offerors shall submit questions at least 3 business days prior to the closing/response date of the solicitation in order to ensure adequate time is allotted to form an appropriate response and to amend the solicitation, if necessary. Offerors must review the RFQ and DOR in their entirety and review the www.SAM.gov website for answers to questions prior to submission of an inquiry.
