THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH REVOLUTIONARY FAR OVERHAUL (RFO) SUBPART 5.1 “PRESOLICITATION”

NAICS: 811210 - Electronic and Precision Equipment Repair and Maintenance

Response Deadline: 4 SEP 2026 2 PM PST.

The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed price (FFP) service, single source procurement to Turn-Key Technologies, to provide maintenance, replacement parts, follow-up support, and warranty services to the Access 3k wireless infrastructure located at The Dalles Lock and Dam. Contractor will provide service repair coverage to The Dalles Dam, along with an Annual On-Site Preventive Maintenance Visit.

REASON FOR SOLE SOURCE ACQUISITION:

The statutory authority for this non-competitive acquisition is Revolutionary Far Overhaul RFO Part 12.102(a) Restricting Competition. The Dalles Lock and Dam utilizes and relies on a paging system for complete emergency communication to all employees. This system is an OSHA requirement for emergency notification and is the only method onsite that will meet the requirement of reaching all employees anywhere onsite in the event where emergency communications are necessary. Since 2008, Turn-Key has provided the required services for this paging system and has knowledge and familiarity with the system. Turn-Key also holds proprietary components for the paging system.

The Government intends to award to Turn-Key Technologies directly for this project on or around 9-SEP-2026.  Currently, a solicitation does not exist.  All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
