Description
The Health Resources and Services Administration, Maternal and Child Health Bureau (HRSA/MCHB) is releasing this full and open competitive solicitation to establish a Multiple-Award pool of approximately three (3) to five (5) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts. The primary objective is to secure highly specialized scientific methodologies, systematic clinical evidence reviews, and core programmatic support for the Newborn Screening Recommended Uniform Screening Panel (RUSP).
The master IDIQ ordering period is five (5) years (a 12-month Base Period plus four sequential 12-month Option Periods) with an aggregate collective ceiling value of $15,111,361.00.
2. Acquisition Framework & RFO Protocols
This commercial services procurement is being conducted under the dual frameworks of FAR Part 12 (Commercial Products and Services) and the streamlined negotiated procedures of FAR Part 15 under the Revolutionary FAR Overhaul (RFO) framework.
3. Concurrent Track 1 Award Stream
Concurrently with the establishment of the Master IDIQ pool, the Government will award Task Order 1 (“Support for Evidence Reviews and Newborn Screening Processes and Reports”) as a strict Firm-Fixed-Price (FFP) order.
Award Without Negotiations: In accordance with RFO protocols, the Government intends to evaluate proposals and award the Master IDIQ contracts and the concurrent Task Order 1 based strictly on initial proposals received, without formal negotiations. Offerors are strongly cautioned to submit their most competitive technical approaches and binding ceiling pricing in their initial volumes. Future Agility: The restriction against negotiations applies solely to the initial master pool setup and Task Order 1. For all subsequent task order competitions, the Contracting Officer fully reserves discretionary authority to conduct streamlined negotiations, request spot-discounts, or issue clarifications.
4. Proposal Structure and Submission Instructions
All qualified commercial, academic, non-profit, or public entities may submit a proposal. Submissions must consist of three separate volumes:
Volume I – Technical Proposal: Strictly limited to 25 pages (resumes and letters of commitment may be appended dynamically and are excluded from the limit). Volume II – Past Performance: Submission of three (3) prime or major subcontractor references. Volume III – Price Proposal: Utilizing the mandatory Government-provided Excel template to establish binding ceiling rates.
5. Important Milestones
Pre-Proposal Questions: All technical, administrative, or pricing questions must be submitted via email no later than Wednesday, September 9, 2026, at 3:00 PM EDT. Inquiries must utilize Attachment 4 – Q&A Submission Template (Excel format). Final Proposal Submission: Proposals must be submitted electronically via email no later than Tuesday, September 22, 2026, at 5:00 PM EDT.
