SOURCES SOUGHT FOR DESIGN-BID-BUILD, REPAIR AMMO WHARF, DOGLEG, AND PIERS 56-59 AT JOINT EXPEDITIONARY BASE (JEB) LITTLE CREEK-FORT STORY, VIRGINIA BEACH, VA

This is a sources sought notice and PLA request for information—market survey only. This is not a request for proposal, request for quote, or invitation for bid. There will not be a solicitation, specifications, or drawings available at this time.

The intent of this notice is to conduct market research to determine if sources capable of satisfying this agency’s requirements exist.

The Naval Facilities Engineering Systems Command, Mid-Atlantic, is seeking eligible small business firms capable of performing construction services for the repair of the Ammo Wharf, Dogleg, and Piers 56-59 at Joint Expeditionary Base (JEB) Little Creek-Fort Story, Virginia Beach, VA. All service-disabled veteran-owned small businesses (SDVOSB), certified HUB-Zone, certified 8(a), women-owned small businesses (WOSB), and small businesses are encouraged to respond. Upon review of industry responses to this Sources Sought Notice, the Government will determine whether set-aside procurement in lieu of full and open competition is in the Government’s best interest. Large business submittals will not be considered. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.

This is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The information provided in this notice is subject to change and in no way binds the Government to solicit or award a contract. No drawings or specifications will be made available at this time. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services, as applicable. All information submitted will be held confidential and used only for the intended purpose.

In addition, NAVFAC Mid-Atlantic is soliciting comments from the public regarding the potential use of Project Labor Agreements (PLA) for this Design-Bid-Build (DBB) construction project. Large businesses should only respond to the PLA questionnaire, using the mandatory Attachment 1 - Project Labor Agreement (PLA) Questionnaire form. Large business capability submittals to the sources sought notice will not be considered.

A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project, as described in 29 U.S.C. 158 (f). Federal Acquisition Regulation (FAR) policy states: Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use PLAs in large-scale construction projects (costing $35M or more) to promote economy and efficiency. When awarding a contract for such projects, agencies shall require use of a PLA unless an exception applies. Refer to FAR Subpart 22.5, FAR 52.222-33, and FAR 52.222-34 for details.

In consideration of the above, the public is invited to provide responses on the use of a PLA for this project using the Attachment 1 - Questionnaire. This is not a solicitation announcement nor a plan holder’s list. This survey is for planning only and does not constitute a Request for Proposal or an obligation by the Government. The Government will not award a contract based on this survey or pay for the information. All information will be kept confidential and used only as intended.

General Work Requirements:

The project will be prepared as one package under a single contract. This Design-Bid-Build project involves repairs to the substructure, superstructure, decking, mooring & berthing systems, and utility support of the Ammo Wharf and Dogleg. The structure covers approximately 10,235 square yards. Repairs include addressing spalling, cracking, or section loss on structural components such as piles, pile encasements, pile caps, seawall, edge beam, deck underside, cleat mooring foundations, and bollard foundations. Additional repairs are needed for missing or damaged expansion joint cover plates, life ring storage cabinets, and utilities above and below deck. The project also involves removing the existing timber fender pile system, replacing it with composite fender piles, and repairing piers 56-59.

The estimated construction cost is between $100 million and $250 million. This is a new procurement, not replacing an existing contract. No prior contract information exists. The anticipated award date is March 2027. The NAICS code for this project is 237990, with a small business size standard of $45 million.

If the solicitation is set aside for small businesses, it will include FAR clause 52.219-14, which limits subcontracting to at least 15% of the contract work performed by the prime contractor’s own employees. If there is insufficient interest from small businesses, the solicitation will be issued as unrestricted. Interested sources should respond using the forms titled “26R0273 Sources Sought Contractor Information Form,” “26R0273 Matrix,” and “26R0273 Project Information Form.” These are required; incomplete submissions may be disqualified. For joint ventures under the 8(a) program, SBA approval of the mentor-protégé agreement must be provided.

The following information must be provided: Contractor contact info, including UEI and CAGE Code. Business type: Large or Small, SBA certified 8(a), HUBZone, SDVOSB, EDWOSB, or WOSB. Bonding capacity: Surety’s name, maximum bonding per project, and total capacity. Construction experience: Submit 2-5 relevant projects demonstrating size, scope, and complexity. Use the Project Information Form for each project, limited to two pages.

A relevant project is one completed within the last ten years, with a final cost of $45 million or more, involving repairs, alterations, or renovations to wharves or piers, demonstrating experience with key elements such as composite fender pile installation, demolition of timber structures, and open-water construction methods. Projects do not need to demonstrate experience with all elements but should collectively demonstrate experience with all. Capability is only satisfied on projects relevant in size, scope, and complexity, completed within the specified time frame.

The “Offeror” is defined as the prime contractor demonstrating experience on relevant projects. Small business Offerors may use the experience of their first-tier small business subcontractors if they cannot independently satisfy experience requirements, provided the subcontractors were the prime on those projects. If responding as an 8(a) Mentor-Protégé, indicate the percentage of work to be performed by the protégé and include SBA approval documentation if available.

The Government will use responses to make acquisition decisions. Submission of a capabilities statement is not a proposal and is not required but helps tailor future requirements.
