ICE ERO PSPD is seeking contractor support for large-scale compliance assessment services for law enforcement partner agencies under the 287(g) Task Force Model (TFM) and Warrant Service Officer (WSO) Model. - Government Buyer: - Department of Homeland Security (DHS) - U.S. Immigration and Customs Enforcement (ICE) - Enforcement and Removal Operations (ERO), Public Safety Partnership Division (PSPD) - Services Requested: - On-site compliance assessment support for approximately 1,000 annual assessments - Operational reviews, interviews, data analysis, and reporting - Development of assessment tools, dashboards, and compliance rating systems - Qualified personnel required, including Program Manager and Assistant Program Manager - Adherence to Section 508 accessibility standards - Unique Requirements: - Contractor must provide pre-assessment planning, corrective action tracking, and ensure personnel are trained and security vetted - Services must comply with federal law, MOA, and ICE policies - No specific OEMs, vendors, products, or part numbers are mentioned - The contract period of performance is 36 months (12-month base period plus two-year option)

This is a Request for Information (RFI) for U.S. Department of Homeland Security (DHS) U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) Public Safety Partnership Division (PSPD) On-Site Compliance Assessment Services.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a solicitation announcement. This RFI is solely for market research and planning and information purposes and is not to be construed as a commitment by the Government to issue a subsequent solicitation (Broad Agency Announcement, Request for Proposal, etc.). This RFI does not commit the Government to contract for any supply or service. ICE is not seeking proposals at this time. Responders are advised that the U.S. Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned.  If you submit proprietary information, you must clearly mark “PROPRIETARY” on every sheet containing such information and segregate the proprietary information to the maximum extent practical from other portions of your response (e.g., use an attachment or exhibit). Respondents are responsible for adequately marking proprietary information in their response. All information received in response to this RFI that is marked “Proprietary” will be handled accordingly. RFI Purpose: This RFI/Sources Sought is seeking information to aid in refining the acquisition strategy, determining if a set aside will be used, contract vehicle selection, and seeking comments and information on the attached Draft Performance Work Statement (PWS).  Responses to this RFI may be used to identify potential contract vehicles (such as DHS Strategic Sourcing Vehicles, General Services Administration (GSA) contracts, etc.) and determine if this requirement should be set aside for specific small business classifications. Therefore, while not responding to this RFI does not directly preclude a contractor from participating in a future solicitation, not responding could impact procurement decisions that affect a contractor's ability to participate in a future solicitation as a prime contractor.  Please note, the Draft PWS is a work in progress. The Government intends to utilize this RFI to refine its requirements.

This RFI is for the purpose of identifying potential sources as part of ICE’s market research. No solicitation exists; therefore, do not request a copy of the solicitation.

The Government reserves the right to hold one-on-one meetings as a result of responses received from this RFI as part of its market research. Meetings may be held in particular with vendors who provide comprehensive responses to the questions posed.  In addition, there may be a need to seek further clarification from those respondent(s) identified as capable.  This clarification may be requested in the form of brief verbal communication by telephone; written communication; electronic communication; or a request for a presentation of the response. The Government reserves the right to seek additional information from those vendors identified with unique solutions that are determined to be beneficial to the Government.
