The City of Benicia Public Works Department is seeking contractors to rehabilitate two media filters at its Water Treatment Plant. - Scope of Work: - Complete removal and disposal of 1,927 cubic feet of spent granular activated carbon (GAC) media and 289 cubic feet of spent sand from filters #1 and #2 - Replacement with equivalent quantities of new GAC and sand - Smoothing and recoating of interior filter walls using specified materials (e.g., EnduraFlex, EF-1988) - Inspection and potential repair of the filter underdrain system - Startup and commissioning of the rehabilitated filters - Products and Materials: - Granular Activated Carbon (GAC) media - Sand media - Filter coating materials (EnduraFlex, EF-1988) - OEMs and Vendors: - EnduraFlex and EF-1988 are referenced as filter coating materials; these may indicate preferred or specified OEMs - Unique Requirements: - Mandatory pre-proposal conference attendance - Submission of a signed proposal authorization form - Project covers only two filters; future solicitations will address four additional filters
Description
This solicitation is for the rehabilitation of media filters #1 and #2 at the Water Treatment Plant (WTP). The project includes mobilization, removal and disposal of spent granular activated carbon (GAC) media and sand, replacement of GAC and sand, filter coating, underdrain inspection, and filter startup and commissioning. The work is classified under construction and specialty trade contractors. Proposals are due by September 29, 2026, with a mandatory pre-proposal conference held on September 8, 2026.
