The U.S. Department of Commerce is initiating a country-wide circumvention inquiry to determine whether certain alkyl phosphate esters, which are completed or assembled in Thailand using intermediate chemicals produced in China, are circumventing existing antidumping and countervailing duty orders on esters from China. The inquiry follows a request from ICL-IP America, Inc. and aims to assess if the assembly or completion in Thailand constitutes circumvention of the orders.
