EPISD District-Wide HVAC Conversion, Replacement, Repair, and Maintenance Job Order Contract

El Paso Independent School District (EPISD) is seeking qualified single-trade vendors for a district-wide Job Order Contract (JOC) covering HVAC conversion, replacement, repair, and maintenance services. - Scope includes: - Removal and installation of HVAC equipment (rooftop units, chillers, boilers, split and packaged systems) - Ductwork modifications, refrigerant handling, and installation of duct smoke detectors - Integration and support for building automation systems (BAS) - Related plumbing and electrical work - Testing, balancing, commissioning, and fire alarm system integration - Maximum aggregate contract value is $90 million - Contract term is two years, with up to three one-year extensions (maximum five years) - Task orders over $500,000 require Board approval - No specific OEMs or brands are named; vendors must be capable of servicing a wide range of HVAC equipment - Notable requirements: - Vendors must demonstrate experience, financial stability, bonding capacity, and safety plans - Completion of certifications and affidavits (EDGAR, CIP Form 1295, IRS W-9, pre-employment/pre-service affidavits) - Listing of subcontractors and methodology for service delivery - Local business participation is encouraged - A non-mandatory pre-proposal conference is available for vendor questions
