AmeriCorps VISTA Support Unit is seeking contractor support for large-scale training and event services for its volunteers, leaders, partner organizations, and staff. - Government Buyer: - Agency: AmeriCorps - Sub-agency: AmeriCorps VISTA Support Unit (VSU) - No specific OEMs or commercial vendors are named; the requirement is for professional training and support services. - Services Requested: - Design, development, implementation, and facilitation of training curricula - Up to 20 virtual training conferences annually (200-300 participants each) - Up to 20 web-based training sessions per year (90 minutes, up to 300 participants) - Up to 24 in-person, 3-day training events per year (except FY27; up to 200 participants each) - Up to 10 virtual training events for partner organizations annually - Planning, production, and delivery of up to 65 live virtual events per year (webinar support) - Translation of up to 150,000 pages per year into Spanish - Up to 100 hours per year of live Spanish interpretation for training sessions - Unique Requirements: - Ability to deliver both virtual and in-person training at scale - Spanish-language translation and live interpretation for accessibility - Recruitment and management of trainers, facilitators, and speakers - Training evaluation and assessment - Project management and reporting - Contractors must demonstrate capacity for full scope, including Spanish-language services and experience with large-scale public-sector training.

Description

AmeriCorps is issuing this Request for Information (RFI) for market research purposes to identify qualified and interested contractors under NAICS 611430 – Professional and Management Development Training capable of performing the complete AmeriCorps VISTA Training Support requirement described in the attached Statement of Objectives (SOO).

THIS IS A REQUEST FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR QUOTATION (RFQ), REQUEST FOR PROPOSAL (RFP), OR AN OFFER BY THE GOVERNMENT.

Requirement Overview

AmeriCorps anticipates a 12-month base period with four (4) 12-month option periods for comprehensive training support services for the AmeriCorps VISTA Support Unit.

The requirement includes, but is not limited to:

Training design, development, implementation, and facilitation; Virtual instructor-led training and conferences; In-person instructor-led training and event support; Web-based training development and facilitation; Webinar production and technical support; Development of curricula, training materials, and related deliverables; Recruitment and management of qualified trainers, facilitators, and speakers; Training evaluation and assessment; English-to-Spanish translation of training and program materials; Spanish-language interpretation for virtual and in-person activities; and Project management and reporting.

The complete scope and anticipated quantities are provided in the attached Statement of Objectives (SOO).

IMPORTANT – Subsequent Solicitation

The Government intends to use responses to this RFI to identify contractors that demonstrate the capability and capacity to perform the complete requirement.

Contractors that do not respond to this RFI will not be included in the vendor pool identified through this market research and should not anticipate receiving the subsequent solicitation directly from the Government.

Submission of a response does not automatically qualify a contractor for inclusion in the subsequent solicitation. Respondents must provide sufficient information demonstrating their ability to perform and manage the full scope of the attached SOO.

The Government anticipates issuing the subsequent solicitation directly to those contractors that timely respond to this RFI and demonstrate the capability to successfully perform the complete requirement.

Capability Statement Requirements

Interested contractors shall provide a concise capability statement addressing the following:

1. Company/ Information

Company name; UEI; GSA MAS contract number; (if Applicable) Applicable SIN(s); Business size; and Applicable socioeconomic status.

2. Full-Scope Capability

Confirm and briefly demonstrate your organization's ability to perform and manage the complete requirement, including training design and curriculum development; virtual and in-person training delivery; large virtual conferences; webinar production and technical support; training evaluation; recruitment and management of trainers/facilitators; English/Spanish translation and interpretation; and project management/reporting.

Respondents capable of performing only selected portions of the SOO will not be considered to have demonstrated full-scope capability for purposes of this market research.

3. Relevant Experience

Provide at least two (2) examples of contracts or task orders performed within the past five (5) years that are similar in size, scope, and complexity to this requirement.

For each example, provide:

Customer/Agency; Contract/Task Order number, if applicable; Total contract/order value; Period of performance; Brief description of services performed; and Explanation of how the effort is comparable to this requirement.

4. Federal/National Service Experience

Briefly describe any experience supporting AmeriCorps, AmeriCorps VISTA, other national service programs, Federal agencies, or comparable large-scale public-sector training programs.

5. Staffing and Capacity

Confirm that your organization possesses the staffing, organizational capacity, and resources necessary to perform the complete requirement throughout the anticipated base and option periods.

6. Spanish-Language Capability

Describe your capability to provide professional English-to-Spanish translation and Spanish-language interpretation in support of virtual and in-person training activities.

7. Subcontracting/Teaming

Identify any significant portions of the requirement that would be performed through subcontractors or teaming partners and briefly describe how your organization, as the prime contractor, would manage those resources and remain responsible for overall performance.

Response Instructions

Responses shall be limited to (3 to 5) pages, excluding the cover page, and shall directly address each of the capability areas identified above.

General marketing materials or statements of interest that do not provide sufficient information demonstrating capability to perform the complete SOO may not provide the Government with an adequate basis to determine that the respondent is a capable source.
