The Naval Information Warfare Center Pacific (NIWC PAC), part of the Department of Defense and Department of the Navy, is seeking contractor support for the Application Arsenal (AA) enterprise platform, focusing on engineering, software development, cybersecurity, and lifecycle sustainment. - Government Buyer: - Department of Defense, Department of the Navy - Naval Information Warfare Center Pacific (NIWC PAC) - Contracting Office: Corbin Walters - PEO C41 Storefront/Application Arsenal and Navy Net-Centric Application Support - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the opportunity is open to SEAPORT contract holders only - Products/Services Requested: - Full lifecycle systems engineering and software sustainment for Application Arsenal (AA) - Engineering & integration services for new AA releases and enhancements - Secure DevSecOps pipeline integration and software distribution across classified environments (up to Top Secret/SCI) - Integration with Command and Control (C2), autonomous systems, and Cross-Domain Solutions (CDS) - Rapid agile development and integration support for C4I capabilities - Operations, maintenance, system administration, cybersecurity compliance, help desk, training, and logistics - Comprehensive software development deliverables: source code, product specifications, development/test plans, quality assurance, installation/interface documents, management reports, and technical data packages - Unique/Notable Requirements: - Work performed in classified environments up to Top Secret/SCI - Key personnel must have Top Secret/SCI clearance and expertise in Agile, DevSecOps, and systems engineering - Strict cybersecurity, personnel security, and organizational conflict of interest mitigation - Electronic delivery of all documentation via Government Integrated Digital Environment - Estimated 245,760 staff-hours over four years (base plus three option years) - Travel required to various U.S. combatant commands - Only SEAPORT contract holders may respond; Seaport Contract Number must be included in correspondence

Description

The Naval Information Warfare Center -Pacific (NIWC-PAC) Command and Control Systems Division, Code 53200, has a requirement for full lifecycle of systems engineering and software sustainment for the Application Arsenal (AA) platform. The contractor shall provide all necessary personnel, materials, and services to perform the tasks outlined in the SOW. Please see the Statement of Work and additional attachments for more information.
