Notice of Intent to Sole Source – ANARK Software Licenses, Maintenance, and Support

The Government intends to solicit and award, on a sole source basis, a Firm-Fixed-Price contract to Anark Corporation, 4775 Walnut Street, Suite 200, Boulder, CO 80301, for ANARK software licenses, maintenance, and support services in support of the Commander, Fleet Readiness Centers (COMFRC), Digital Group, Aviation Product Lifecycle Management (AvPLM) program. This requirement includes software maintenance and engineering support for Anark Core Server (ACS) and Anark Core Workstation (ACW) applications used in the AvPLM environment, as well as support for generating 3D Portable Document Format (PDF) files from Computer Aided Design (CAD) models and associated data files. The requirement also includes an option for professional service hours to support AvPLM integration activities related to ANARK tools and enhanced support services for configuring and extending Anark Publish within the AvPLM environment. Anark Corporation is the only known Original Equipment Manufacturer (OEM) capable of providing this proprietary software and associated support, and no other supplies or services will satisfy agency requirements. Award is expected NLT 15 September 2026.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement for consideration by the agency. Capability statements shall be limited to five (5) pages, 8.5 x 11 inches, in Times New Roman font no smaller than 10-point and must be submitted in Microsoft Word or Adobe PDF format. Responses are due no later than 5:00 PM EST, Thursday, 3 September 2026. No classified information shall be submitted. No phone calls will be accepted. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/.    

Questions and capability statements shall be submitted via email to melissa.m.walker43.civ@us.navy.mil  or alternate point of contact meghan.e.huett.civ@us.navy.mil   If a responding vendor is not the OEM, the response must include proof of authorized reseller status from the OEM. The applicable NAICS code is 541519 and the PSC is DA10. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
