USTRANSCOM is seeking industry input for a future contract to provide Customer Satisfaction Survey (CSS) services for Department of War personnel household goods and vehicle shipments. - Government Buyer: - United States Transportation Command (USTRANSCOM), Personal Property Activity (PPA), Defense Personal Property Management Office (DPMO) - Services Requested: - Commercial cloud-based CSS platform with API integration to government data systems (WDP/Advana) - Professional services for survey development, customization, triggering, collection, and technical support - Platform must support mobile and PC access, complex survey logic, and provide 5 user licenses - Surveys cover multiple shipment stages: counseling, origin, destination, claims, Military Claims Office, and Privately Owned Vehicle (POV) - Contractor must provide training, technical support, and ensure 98% platform availability - Notable Requirements: - Platform must interface with government data warehouse via API - Global survey triggers and customizable survey logic - Targeting a 40% survey return rate on approximately 1.1 million annual shipments - 5-10 administrative users anticipated - Small business set-aside options considered - No specific OEMs or vendors are named; market research is ongoing to identify suitable providers.

This announcement constitutes a Request for Information (RFI) for informational and planning purposes only.  THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government.  The information requested will be used within United States Transportation Command (USTRANSCOM) as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government.  Proprietary information submitted shall be appropriately marked.  Please note that Defense Personal Property Management Office (DPMO) will NOT be responsible for any costs incurred by interested parties in responding to this RFI.

DPMO highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all the socioeconomic categories.  However, it should be noted the proposed North American Industry Classification System (NAICS) code for this acquisition is 518210[1], Data Processing, Hosting, and Related Services. Small Business set-aside opportunities are being considered.
