The Norfolk Naval Shipyard, under the U.S. Navy (Code 1102 People Experience), is seeking sources for a 17-week targeted Connected TV (CTV) streaming advertising campaign focused on NFL content for recruitment and talent acquisition. - Government Buyer: - Commander, Norfolk Naval Shipyard (Code 1102 People Experience) - Agency: U.S. Navy, Norfolk Naval Shipyard, Service Contract Division C410 - OEMs and Vendors: - No specific OEMs or vendors are named in the notice or attachments - Products/Services Requested: - NFL Streaming Package: Live NFL CTV inventory on authenticated streaming apps (e.g., ESPN, ABC, Sling TV) - Non-skippable :15 and :30 second commercial spots - Approximately 27,777 spots per month - At least 80% of ads delivered during live NFL games - Campaign duration: 17 weeks - Purpose: Drive candidates to NNSY career portals - Unique or Notable Requirements: - Vendors must demonstrate the ability to deliver targeted, programmatic CTV advertising with a focus on live NFL game coverage - Capability to deliver non-skippable ads across major streaming platforms - Compliance with government registration and eligibility standards - Submission of a capabilities statement and rough order of magnitude - All requirements detailed in the attached Statement of Work (SOW)

THIS IS A SOURCES SOUGHT. THIS IS NOT A REQUEST FOR PROPOSAL.

This announcement constitutes a Sources Sought (SS) for information and planning purposes. The Service Contract Division, C410, Norfolk, Norfolk Naval Shipyard (NNSY), Portsmouth, VA, 23709-5000 intends to issue a competitive contract and will utilize procedures for advertising as outlined in the attached Statement of Work (SOW).

This is not a solicitation announcement for proposals, and a contract will not be awarded from of this announcement. This notice is for informational and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The Government will not return any information submitted, nor will the Government compensate any company who responds to this Notice The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive, and/or a total Small Business Set-Aside.

The anticipated North American Industry Classification System (NAICS) code is 541810 and Product or Service Code (PSC) is R701.

Interested vendors are required to provide the following:

Company name, address, telephone number, CAGE code, DUNS number, point of contact (name, phone# and e-mail). If your company is a small business, please identify the socioeconomic status. Explanation of the company's ability to perform 100% of the efforts required. This statement shall not reiterate or duplicate the language set forth in this notice or language from the attached DRAFT SOW. Your CAPABILITIES STATEMENT shall demonstrate your company’s ability to perform these critical tasks in their entirety. Provide a Rough Order of Magnitude.
