Description

Notice of Intent to Award a Sole Source Contract The US Army Corps of Engineers, Rock Island District, intends to procure and enter into a firm-fixed-price purchase order with Schoellhorn-Albrecht Machine Co., Inc. of St. Louis, MO, for the purchase and delivery of one (1) Original Equipment Manufacturer (OEM) Chanoine Winch (Part ID: SA-CP10000-30-DC-BB).

This procurement is being conducted on a sole-source basis in accordance with the authority at FAR 13.106-1(b)(1), as only one source is reasonably available.

The Peoria Lock and Dam requires this genuine OEM winch to ensure operational compatibility with a vessel specifically engineered by the Marine Design Center (MDC). Due to proprietary engineering data, unique physical dimensions, and specific integration requirements, Schoellhorn-Albrecht is the only source capable of providing a winch that is physically and functionally interchangeable with existing assets. This sole-source requirement is based on the need for a direct, bolt-in replacement that matches the vessel's pre-fabricated foundation, drum geometry, line pull capacity, and integrated Direct Torque Control (DTC) system, thereby ensuring operational safety and leveraging the Government's existing spare parts inventory. This is a supply-only requirement; installation is not included.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. However, any firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed and must be furnished to the point of contact listed below by the response date and time. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Corps of Engineers will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirements listed.
