The current parking spaces available are located directly in/under the building and are managed by LAZ Parking Ltd. LLC. The contractor is the only source that can provide the service.

This procurement action is being performed pursuant to RFO FAR 13.106-1(b), Soliciting from a single source: (1) For purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The authority for permitting other than full and open competition is 41 U.S.C.3304(a)(1), as the leased parking spaces needed by CFTC are restricted to only one source directly located within the CFTC Headquarters building.
