The USDA Agricultural Research Service (ARS) is seeking a contractor to provide nationally representative household consumer food purchase panel data and related services to support research on food spending, especially among SNAP participants. - Government Buyer: - United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Acquisition and Property Division (APD) - Office: USDA ERS Consumer Data and Research - Contact: Elizabeth Calhoun - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments - Products/Services Requested: - ERS Numerator Data on food spending (part number: 7540-01-152-8067), 1 unit per year for 5 years - Delivery of household consumer food purchase panel data covering 2019-2031, with quarterly and biannual updates - Technical assistance (up to 10 hours/month), output approval, and new project approval services - Optional data on baby and limited service restaurant sectors - Unique/Notable Requirements: - Data must include detailed purchase information, household characteristics, and payment methods - Initial data delivery must cover 2019 to September 2026, with ongoing updates through June 2031 - Contractor must provide supporting documentation and technical assistance - Approval of outputs and new projects must occur within ten business days - Compliance with federal anti-discrimination laws is required - Contract is set aside for small businesses, including economically disadvantaged women-owned and service-disabled veteran-owned small businesses - Vendors must submit firm fixed price quotations, past performance references, and demonstrate technical capability - Prices must be held firm for 60 days

Description - Household Consumer Food Purchase Panel

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q1153 is issued as a Request for Quote- See Attachment 2- Statement of Work.

This acquisition is not set-aside for small business concerns. This acquisition is an unrestricted soliciation.  All responsible sources may submit a quotation which will be considered by the agency. 

Period for acceptance of responses- The vendor agrees to hold the prices in its quote firm for 60 calendar days from the solicitation deadline.

In order to be considered for award QUOTERS SHALL SUBMIT ALL OF THE FOLLOWING: 1. Submit Firm Fixed Price quotation (quote on company letterhead) detailing the service, price for each performance period with the total for base plus all options, and valid for at least 60 days after receipt of quote. 2. Submit attached SF-1449 with blocks 17a, 30a, 30b, 30c, and individual Contract Line Items priced in full. 3. Submit Sam.gov Unique Entity ID (UEI) with quotation. 4. Past Performance References- Please see Attachment 3- Past Performance document for what is required. 5. Submit Capability Statement and technical documentation showing technical capability to meet or exceed ALL Performance Elements in the Statement of Work.

REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation will be cause to reject the quote without further discussions.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
