USDA ERS/ARS Solicitation for Retail Scanner Data Analysis, F-MAP Dataset Extension, and Training Services

The USDA Economic Research Service (ERS) and Agricultural Research Service (ARS) are seeking a contractor to support the Food-at-Home Monthly Area Prices (F-MAP) dataset extension and related retail scanner data analysis and training services. - Government Buyer: - United States Department of Agriculture (USDA) - Economic Research Service (ERS) - Agricultural Research Service (ARS), Acquisition and Property Division - Products and Services Requested: - Development of weights and replicate weights for retail scanner data (2023-2025) - Mapping Universal Product Codes (UPCs) to ERS Food Purchase Groups (EFPGs) - Estimation of price indexes for multiple geographic areas using retail scanner data - Delivery of datasets, code, documentation, and web-posting files - Virtual training sessions and ad hoc technical guidance for ERS staff - Optional tasks for 2024 and 2025 F-MAP dataset updates and support - Responding to inquiries and troubleshooting for 2025 F-MAP production - Product Line Items: - FMAP, EFPGs, Circana weights including training - Training services - Option line items for responding to inquiries about 2025 F-MAP - Unique/Notable Requirements: - Contractor must convert SAS code to R for UPC mapping - Improve match rate in Linker file for retail scanner data - Provide statistical expertise and troubleshooting support - Compliance with federal anti-discrimination laws - Past performance references required - No specific OEMs or commercial vendors are named; Circana is referenced as a data source for weights. - The contract includes a base period and optional tasks, with a total duration not exceeding two years.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q1293 is issued as a Request for Quotation (RFQ) for Retail Data and services.

This acquisition  is NOT set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 541720. The small business size standard is $28M.  All responsible sources may submit a quotation which will be considered by the agency. 

In order to be considered for award QUOTERS SHALL SUBMIT ALL OF THE FOLLOWING:

Submit Firm Fixed Price quotation (quote on company letterhead) detailing the service, price for each task, including optional tasks with the total inclusive of all options, and valid for at least 60 days after receipt of quote. Submit attached SF-1449 with blocks 17a, 30a, 30b, 30c, and individual Contract Line Items priced in full. Submit Sam.gov Unique Entity ID (UEI) with quotation.  Past Performance References- Please see Attachment 3- Past Performance document for what is required. Submit Capability Statement and/or technical documentation showing relevant experience and capability to meet or exceed ALL Performance Elements in the Statement of Work.

REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation will be cause to reject the quote without further consideration.
